Complaint Alleges Election Conspiracy Continues; No Impact on Election, No American Knowingly Participated

A newly-unsealed complaint charging a Russian national alleged the conspiracy to interference with U.S. elections, including the 2018 midterm elections, “did not exclusively adopt one ideological view” and even pushed “opposing perspectives.”

“The strategic goal of this alleged conspiracy, which continues to this day, is to sow discord in the U.S. political system and to undermine faith in our democratic institutions,” U.S. Attorney G. Zachary Terwilliger of the Eastern District of Virginia, said.

“This case demonstrates that federal law enforcement authorities will work aggressively to investigate and prosecute the perpetrators of unlawful foreign influence activities, and that we will not stand by idly while foreign actors obstruct the lawful functions of our government.”

Elena Alekseevna Khusyaynova, 44, of St. Petersburg, Russia, was charged in September for her alleged role in a Russian conspiracy to interfere in the U.S. political system. Ms. Khusyaynova, served as the chief accountant of Project Lakhta, a Russian umbrella effort funded by Russian oligarch Yevgeniy Viktorovich Prigozhin and two companies he controls, Concord Management and Consulting LLC, and Concord Catering.

Project Lakhta includes multiple components, some involving domestic audiences within the Russian Federation and others targeting foreign audiences in the U.S., members of the European Union (EU), Ukraine, among others. Mr. Prigozhin was referred to as “Putin’s chef” by the Associated Press because of his restaurants and catering businesses that host dinners thrown by Russian President Vladimir Putin for foreign dignitaries.

Prigozhin controls “a network of companies,” including three the Justice Department has accused of election meddling. On June 20, 2017, the Trump Administration announced sanctions against him, his companies and associates, several of whom face criminal charges in the United States.

Concord Management and Consulting LLC owns 50% of LLC Megaline. In 2016, Megaline received most of the capital construction contracts for the Russian military in what appears to have been a rigged bidding process. Concord Management and Consulting’s lawyers provided a package of amendments to the Ministry of Defense to change the laws in a way that would allow Megaline to bid for the contracts since it otherwise wasn’t qualified.

The amendments were submitted to the Duma by the government on February 11, 2014, and adopted on April 16, 2014.

Khusyaynova allegedly managed the financing of Project Lakhta and financial documents in her control detailed expenses for activities in the U.S., such as expenditures for activists, advertisements on social media platforms, registration of domain names, the purchase of proxy servers, and “promoting news postings on social networks.”

Between January 2016 and June 2018, Project Lakhta’s proposed operating budget totaled more than $35 million, though only a portion was alleged directed at the United States. Between January and June 2018 alone, Project Lakhta’s proposed operating budget totaled more than $10 million.

The Justice Department stressed the alleged conspiracy sought to conduct what it called internally “information warfare against the United States.” It intended to spread distrust towards candidates, the electoral system in the U.S., also to defraud the U.S. by impeding the lawful functions of government agencies in administering relevant federal requirements.

Foreign Agents Registration Act (FARA) requiring agents representing the interests of foreign powers in a “political or quasi-political capacity” to disclose their relationship with the foreign government and information about related activities and finances.

But federal investigators claim the “conspirators allegedly took extraordinary steps to make it appear that they were ordinary American political activists,” including the use of virtual private networks and other means to disguise their activities and origin.

They used social media platforms to create thousands of social media and email accounts that appeared to be operated by users in the U.S., and the accounts sought to create and amplify divisive social and political content targeting U.S. users. While the accounts were used to advocate for the election or electoral defeat of particular candidates in the 2016 and 2018 U.S. elections. the political allegiances were contradictions.

Members of the conspiracy were directed, among other things, to create “political intensity through supporting radical groups” and to “aggravate the conflict between minorities and the rest of the population.”

Some social media accounts posted tens of thousands of messages, and had tens of thousands of followers.

“This case serves as a stark reminder to all Americans: Our foreign adversaries continue their efforts to interfere in our democracy by creating social and political division, spreading distrust in our political system, and advocating for the support or defeat of particular political candidates,” FBI Director Christopher Wray said.

“Together, we must remain diligent and determined to protect our democratic institutions and maintain trust in our electoral process.”

The criminal complaint does not include any allegation that Ms. Khusyaynova or the broader conspiracy had any effect on the outcome of an election, nor does it allege that any American knowingly participated in Project Lakhta.

The criminal complaint was unsealed less than a week after reports surfaced claiming Special Counsel Robert Mueller would complete his report after the elections in November. Previously, Deputy Attorney General Rod Rosenstein, who appointed Mr. Mueller and now faces heavy criticism, previously stressed while announcing indictments that no American participated in election meddling conspiracies.

The National Association of Realtors (NAR) reported existing home sales fell 3.4% in September after a month of stagnation.

Total existing home sales, which are completed transactions that include single-family homes, townhomes, condominiums and co-ops, fell to a seasonally adjusted rate of 5.15 million. Sales are now down 4.1% from a year ago (5.37 million in September 2017).

“This is the lowest existing home sales level since November 2015,” NAR chief economist Lawrence Yun, said. “A decade’s high mortgage rates are preventing consumers from making quick decisions on home purchases. All the while, affordable home listings remain low, continuing to spur underperforming sales activity across the country.”

The median existing-home price for all housing types in September was $258,100, up 4.2% from September 2017 ($247,600). September’s price increase marks the 79th straight month of year-over-year gains.

Total housing inventory3 at the end of September decreased from 1.91 million in August to 1.88 million existing homes available for sale, and is up from 1.86 million a year ago. Unsold inventory is at a 4.4-month supply at the current sales pace, up from 4.3 last month and 4.2 months a year ago.

Properties typically stayed on the market for 32 days in September, up from 29 days in August but down from 34 days a year ago. Forty-seven percent (47%) of homes sold in September were on the market for less than a month.

“There is a clear shift in the market with another month of rising inventory on a year over year basis, though seasonal factors are leading to a third straight month of declining inventory,” said Yun. “Homes will take a bit longer to sell compared to the super-heated fast pace seen earlier this year.”

According to Freddie Mac, the average commitment rate (link is external) for a 30-year, conventional, fixed-rate mortgage increased to 4.63% from 4.55% in August. The average commitment rate for all of 2017 came in at 3.99%.

“Rising interests rates coupled with increasing home prices are keeping first-time buyers out of the market, but consistent job gains could allow more Americans to enter the market with a steady and measurable rise in inventory,” Mr. Yun added.

First-time buyers comprised 32% of sales in September, up from 31% last month and 29% a year ago. NAR’s 2017 Profile of Home Buyers and Sellers – released in late 20174 – revealed that the annual share of first-time buyers was 34%.

“Despite small month over month increases, the share of first-time buyers in the market continues to underwhelm because there are simply not enough listings in their price range,” said NAR President Elizabeth Mendenhall, a sixth-generation Realtor® from Columbia, Missouri and CEO of RE/MAX Boone Realty. “Entry-level homes remain highly sought after, as prospective buyers are advised to contact a Realtor® as early in the buying process as possible in order to ensure buyers can act fast on listings that catch their eye.”

In the Northeast, existing home sales fell 2.9% to an annual rate of 680,000, which is 5.6% below a year ago. The median price in the Northeast was $286,200, which is up 4.1% from September 2017.

In the Midwest, existing home sales remained the same as last month at an annual rate of 1.28 million in September, but are still down 1.5% from a year ago. The median price in the Midwest was $200,200, up 1.9% from last year.

In the South, Existing-home sales in the South decreased 5.4% to an annual rate of 2.11 million in September, down from 2.12 million a year ago. The median price in the South was $223,900, up 3.0% from a year ago.

Existing-home sales in the West declined 3.6% to an annual rate of 1.08 million in September, 12.2% below a year ago. The median price in the West was $388,500, up 4.1% from September 2017.

The National Association of Realtors (NAR) reported

The National Right to Life Committee endorsed Republican Leah Vukmir for U.S. Senate in Wisconsin on Thursday, citing Democrat Tammy Baldwin’s support for “abortion on demand.”

“You are a strong advocate for life,” the committee wrote in a letter to the candidate (below). “In contrast, your opponent, Tammy Baldwin, supports a policy of abortion on demand. She even voted against protecting unborn children who can feel pain during late abortions. And Tammy Baldwin voted for taxpayer funding of abortion providers.”

Last week, during the debate sponsored by TMJ4/WUWM, Senator Baldwin struggled to defend her support for late-term and partial birth abortions.

“As a nurse, I’ve made it my mission to save lives,” Ms. Vukmir said in a statement. “I’m proud to be 100% pro-life and to have the endorsement of the National Right to Life Committee. Together, we can work to protect America’s most vulnerable — the unborn.”

President Donald Trump is heading to Wisconsin next Wednesday to support Leah Vukmir for U.S. Senate against incumbent Democrat Tammy Baldwin. The president has been on his on a national midterm campaign tour for Republicans in an effort to protect their majority in the U.S. House and expand it in the U.S. Senate.

The rally in Wisconsin will be his seventeenth in Wisconsin and the second rally in the Mosinee/Wausau area since he first began his race for president in June, 2015. President Trump became the first Republican presidential candidate to carry The Badger State since Ronald Reagan in 1984. It was the first crack in the Blue Wall, the first one of three Midwest states.

The PPD Senate Election Projection Model projects 51 seats as either Slightly, Leans, Likely or Solidly Republican. The election projection in Wisconsin is Leans Democrat, though some polls did seem to indicate the incumbent widened out her lead again.

But demographically, the movement toward Republicans in the other states means Senator Baldwin cannot sleep on the race in the final stretch.

“Sadly, Senator Baldwin has voted for radical policies Wisconsinites think are barbaric, like allowing partial-birth abortions where fully developed babies are ripped from their mothers’ wombs,” Ms. Vukmir added. “It’s time for us to have a senator who will protect Wisconsin’s voiceless over the pro-abortion special interests who have given Baldwin more than $750,000.”

Michael Glassner, Chief Operating Officer to Donald J. Trump for President, Inc.,  said in an email that President Trump will talk about the success of the booming economy that’s delivering new jobs and bigger paychecks to families across Wisconsin, as well as the critical need for voters to help protect and expand the GOP majorities in the House and Senate this November.

“The President will also remind Wisconsinites of the critical need to get out and vote on November 6th to help protect and expand the Republican majorities in the House and Senate, including supporting Leah Vukmir in her race against Tammy Baldwin for the U.S. Senate,” he concluded.

Senator Baldwin’s office did not respond to a request for comment.

In Fiscal Year (FY) 2018, the Department of Justice (DOJ) prosecuted a record number of violent crime, gun crime and illegal immigration cases.

Under the leadership of Attorney General Jeff Sessions, the Department of Justice charged the largest number of violent crime and firearm defendants in its history in Fiscal Year (FY) 2018.

“President Donald Trump is a law-and-order President—and this is a law-and-order administration,” said Attorney General Jeff Sessions. “The Department of Justice is breaking law enforcement records and doing so by significant margins.”

While President Donald Trump and his attorney general are often at odds over the latter’s recusal from the special counsel investigation — and subsequent refusal to un-recuse himself given the misconduct uncovered — the law-and-order agenda the campaign ran on has been implemented successfully. Certain areas have seen limited success given the necessity of congressional action, such as immigration.

But the numbers are ripe with talking points for the attorney general, who hopes to keep his job after the midterms.

“When I took office as Attorney General, I ordered federal prosecutors and agents to take illegal guns off of our streets, to prosecute crimes aggressively, to protect our nation’s borders, and to target white collar fraud. With support from our state and local partners, our federal prosecutors and agents have delivered—and I am grateful to them and the fabulous state and local officers who worked so hard to make these achievements possible. And we are seeing results.”

From FY 2017 to FY 2018, the total number of defendants charged with criminal felony offenses increased by nearly 15% to 81,800defendants, up from more than 71,200. That’s according to data from the Executive Office of United States Attorneys (EOUSA), which also offered more details.

In FY 2018, DOJ charged the largest number of violent crime defendants since EOUSA started to track this category more than 25 years ago (more than 16,800)—surpassing by nearly 15% the previous record set just last year.

In FY 2018, the Justice Department charged more than 15,300 defendants with federal firearms offenses, or 17% more than the previous record.

In FY 2018, over 23,400 defendants were charged with felony illegal re-entry, an increase of more than 38% from FY 2017.

In FY 2018, over 23,600 defendants were charged with drug-related offenses, an increase of more than 6% from FY 2017.

Also in FY 2018, the Justice Department increased white-collar prosecutions by more than three percent, charging more than 6,500 defendants.

Finally, in FY 2018, more than 68,400 defendants were charged with misdemeanor illegal entry. This is the highest number of such defendants charged since EOUSA started to track this category and an almost 86% increase from the previous year. This total is also more than 4% higher than the previous record of over 65,500 defendants set in FY 2013.

“Violent crime and homicides, which jumped in 2015 and 2016, both dropped in 2017 and will drop again in 2018,” Attorney General Sessions added. “There can be no doubt that good law enforcement policies can make our communities safer.”

The Philadelphia Federal Reserve Manufacturing Business Outlook Survey came in at 22.2 in October, down slightly from 22.9 but still very strong. The median forecast called for a reading of 20 flat.

The most positive result in the report was the contraction in backlog orders, which came in at -2.3 vs an elevated 12.6 in September.

The Labor Department reported initial jobless claims fell 10,000 to a seasonally adjusted 210,000 for the week ending October 13, easily beating the forecast. Economists expected a range from 210,000 to 217,000, with the consensus being 215,000.

No state was triggered “on” the Extended Benefits program during the week ending September 29. The weekly jobless claims report is the first since Hurricane Michael made landfall at the Florida Panhandle and Big Ben, making a path across the Southeastern Atlantic.

The advance seasonally adjusted insured unemployment rate remained unchanged at a very low 1.2% for the week ending October 6. The advance number for seasonally adjusted insured unemployment during the week ending October 6 was 1,640,000, a decrease of 13,000 from the previous week’s revised level.

This is the lowest level for insured unemployment since August 4, 1973 when it was 1,633,000. The previous week’s level was revised down by 7,000 from 1,660,000 to 1,653,000.

The 4-week moving average was 1,653,000, a decrease of 1,250 from the previous week’s revised average. This is the lowest level for this average since August 18, 1973 when it was 1,646,750. The previous week’s average was revised down by 1,750 from 1,656,000 to 1,654,250.

The highest insured unemployment rates in the week ending September 29 were in New Jersey (1.9), Alaska (1.8), California (1.6), Connecticut (1.6), Puerto Rico (1.6), Pennsylvania (1.4), the District of Columbia (1.3), and Nevada (1.3).

The largest increases in initial claims for the week ending October 6 were in Kentucky (+6,260), California (+4,612), North Carolina (+3,992), Michigan (+2,329), and New York (+1,726), while the largest decreases were in South Carolina (-1,714), New Hampshire (-65), West Virginia (-37), Mississippi (-36), and Maryland (-19).

President Donald Trump is heading to Wisconsin next Wednesday to support Leah Vukmir for U.S. Senate against incumbent Democrat Tammy Baldwin. The president has been on his on a national midterm campaign tour for Republicans in an effort to protect their majority in the U.S. House and expand it in the U.S. Senate.

“We are pleased to announce the next stop on our national midterm campaign tour with a Make America Great Again rally on Wednesday, October 24th in Mosinee, Wisconsin, featuring President Donald Trump,” said Michael Glassner Chief Operating Officer to Donald J. Trump for President, Inc. “President Trump looks forward to being with the great patriots of Wisconsin to celebrating the booming economy that’s delivering more jobs and bigger paychecks across the state.”

The rally in Wisconsin will be his seventeenth in Wisconsin and the second rally in the Mosinee/Wausau area since he first began his race for president in June, 2015. Big Sky Country, which is demographically similar to North Dakota, public polling has been scare. Rep. Kevin Cramer, R-N.D., is expected to defeat incumbent Senator Heidi Heitkamp, D-N.D., It remains a projected Battleground.

On Friday, he’ll rally for Rep. Martha McSally and Congressional Republicans at the International Air Response in Mesa, Arizona. In the Grand Canyon State, the race to fill the open seat vacated by Republican Senator Jeff Flake had been rated Slightly Democrat. But the advent of the controversy over the confirmation of U.S. Supreme Court Associate Justice Brett Kavanaugh, coupled with several near-campaign ending October surprises, has tightened the race to a Battleground.

On Saturday, the president will hold a rally at Elko Regional Airport in Elko, Nevada. In The Silver State, incumbent Republican Senator Dean Heller has a slight lead over his Democratic challenger Jacky Rosen in the polls. However, as the model has repeatedly noted, polling over the last several cycles has tended to understate Democratic support.

RNC Fundraising Hits $56.8M for Quarter, $269.9M Cycle to Date

The Republican National Committee (RNC) raised a record $26.2 million in September, bringing the third quarter (Q3) total to $56.8 million. With the help of President Donald Trump, who endorsed the chair to serve another term, the committee hauled in a record $269.9 million for the entire cycle.

“The choice could not be clearer: results versus resistance,” RNC Chairwoman Ronna McDaniel said in an emailed statement. “President Trump and congressional Republicans have achieved many great results for Americans: the lowest unemployment in decades, more jobs here at home, and higher wages across the board. Conversely, Democrats have pushed their resistance agenda to the extreme and are now inciting the far-left mobs.”

The RNC last week announced they had surpassed 50 million volunteer voter contacts 3 weeks ahead of the 2018 midterm elections, more than any other cycle in electoral history. The volunteer voter contacts were made across 28 states and in 172 congressional districts in an effort to preserve Republican control of the U.S. House and expand their majority in the U.S. Senate in November.

“The RNC has made over 52 million voter contacts ahead of Election Day on November 6 to remind voters why it’s critical they elect Republicans and ensure our record of results continues,” Chairwomen McDaniel added.

The RNC also reported the addition of 300,000 new volunteers in July and will report $16.4 million raised in August, their largest monthly fundraising haul of the cycle prior to September. But that was before the confirmation battle over U.S. Supreme Court Associate Justice Brett Kavanaugh.

In the first week of October, the RNC saw a 500% increase in donations, raising a total of $5.7 million from September 30 to October 5 during the height of the confirmation controversy. GOP candidates have also enjoyed a significant bump in the polls amid the battle, in which they were victorious.

While big Democratic donors in Silicon Valley, New York City, Los Angeles and, and Hollywood have put big money behind Democratic congressional candidates, which is the main reason they’ve largely out-raised their Republican counterparts. The other reason is that normal base donors have been less than impressed with the party.

“I might give to them if they get their act together,” Democrat Deborah Carey, the founder of the New Glarus Brewing Company in Wisconsin told McClatchy DC, adding that she wants to see a “thoughtful and organized Democratic platform.”
