President Donald Trump said at the White House there was a “very substantial chance” the June 12 meeting with North Korean Leader Kim Jong Un “won’t work out.”

“We’re working on something and there’s a chance that it may work out,” President Trump said. “There’s a chance, there’s “a very substantial chance it won’t work out.”

He also spoke directly to Kim, and through diplomatic channels guaranteed his personal and national safety, as well as regime credibility. His remarks came during a meeting with South Korean leader Moon Jae-in, and personally the president gives the meeting 50/50 odds of taking place.

Kim and South Korean President Moon pledged after their historic meeting in late April to work for the “complete denuclearization of the Korean peninsula.” But the North Korean leader cancelled his meeting with President Moon after meeting with Chinese President Xi Jinping.

President Trump expressed his dissatisfaction with the Chinese leader.

Kim became the first North Korean leader since the Korean War to step over the border and set foot in South Korea. The North and South remain in a technical state of war. The 1950-53 Korean War ended with an armistice, not a peace treaty.

Intercontinental Exchange, Inc. (NYSE:ICE) announced Stacey Cunningham will become the first female President in the 226-year history of the New York Stock Exchange. Ms. Cunningham, the current Chief Operating Officer who began her career as a floor clerk on the NYSE trading floor in 1996, will succeed Thomas Farley as the 67th President of the NYSE Group.

“As our COO, Stacey Cunningham successfully managed our equities, equities derivatives and ETF businesses, distinguishing herself as a customer-focused leader who is respected across our industry,” said Jeff Sprecher, Chairman and CEO of Intercontinental Exchange and Chairman of NYSE Group and the New York Stock Exchange. “More than a half century after Muriel Siebert became the first woman to own a seat on the NYSE, Stacey represents a new generation of leadership for the NYSE Group.”

“I’m confident that Stacey, who started as a summer intern on the NYSE floor in 1994, will continue to propel this vital institution forward. Stacey and our team are steadfastly committed to ensuring that the U.S. remains the center of world’s capital markets.”

John Tuttle, who currently serves as NYSE’s Global Head of Listings, will replace Ms. Cunningham as Chief Operating Officer of NYSE Group. Mr. Tuttle, who joined the NYSE in 2007, will lead NYSE’s Global Listings, Capital Markets, and Exchange Traded Products businesses.

“John Tuttle’s track record at the NYSE over the past decade has helped drive continuous growth for our business since he joined the Exchange,” said Sprecher. “John drives results, clearly demonstrated by the resurgence of our IPO leadership, his strong relationships, and his record of delivering on the NYSE’s commitments. By centralizing our corporate listings and exchange-traded products under John, we will enhance the NYSE issuer network and provide an unparalleled level of service for our community.”

Thomas Farley joined ICE in 2007 as President and COO of ICE Futures U.S., formerly the New York Board of Trade, and joined the NYSE in 2013 when ICE acquired NYSE Euronext. He leaves the NYSE with an impressive track record of continuous growth and headline-making IPOs as President of the NYSE Group. When he leaves the Exchange, Farley will become the chief executive officer of a special purpose acquisition company.

“I have had the honor of standing at the NYSE Bell Podium with hundreds of inspiring entrepreneurs during my years as the NYSE’s President and I am now thrilled to join their ranks by building on an idea and starting something from scratch,” Mr. Farley said. “With enormous gratitude to Jeff for the tremendous opportunity he has given me to lead the NYSE and work with our customers and management team, I am eager to build a new company and to watch with pride as Stacey, John, and this world-class management team takes the NYSE to new heights.”

The promotions of Cunningham and Tuttle are effective as of May 25.

The Richmond Fed manufacturing index covering the Fifth District finds firms saw “robust growth in May,” rebounding from −3 in April to 16 in May. The gain in the composite index was fueled by growth in the indexes for shipments, new orders, and employment.

Local business conditions also moved back into expansionary territory, after weakening in April, and firms remained optimistic that growth would continue in coming months.

Survey results indicate that both employment and wages rose among manufacturing firms in May. Wages have increased significantly under the Trump Administration after years of stagnate to zero growth.

The downside is that firms continue to struggle to find the skills they need in potential employees. They expect this struggle to continue in the next 6 months but also expect employment and wages to increase further.

Many manufacturing firms continued to increase spending in May. The growth rate of prices paid continued to rise, on average, but firms seemed able to pass some of change through to customers, as prices received also grew at a faster rate.

Congressional Republicans plan to introduce a resolution Tuesday calling for the appointment of a second special counsel to investigate misconduct at the Federal Bureau of Investigation (FBI) and Justice Department (DOJ).

The resolution is backed by Rep. Mark Meadows, R-N.C., the chairman of the conservative House Freedom Caucus as well as two of the group’s co-founders — Rep. Jim Jordan, R-Ohio, and Rep. Ron DeSantis, R-Fla.

The 12-page resolution will ask a second special counsel to investigate three areas:

  1. The ending of the investigation into Hillary Clinton’s personal email server,
  2. the origins of the Russia probe and the appointment of Robert Mueller as special counsel,
  3. abuses of the Foreign Intelligence Surveillance Act (FISA) during the warrant application process.

Last week, DOJ Inspector General Michael Horowitz completed his draft report on the handling of the Clinton investigation and submitted it to the DOJ and the FBI. It has already resulted in the criminal referral of former FBI director Andrew McCabe.

In March, Mr. Horowitz said he would also look into allegations that the FBI and Justice Department officials under the Obama Administration abused their surveillance powers by using information compiled by Christopher Steele, a former MI6 British intelligence agent, and paid for by Democrats to justify spying on peripheral members of Team Trump.

Mr. Horowitz also said his office would look at those claims as well as communications between Steele and DOJ and FBI officials.

The Justice Department recently announced that Mr. Horowitz will investigate “potential criminal conduct” in the Russia probe motivated by “impropriety or political motivation.” However, the resolution will state that a second special counsel is needed for greater autonomy to investigate misconduct.

Last week, the International Agency for Research on Cancer (IARC), a body of the World Health Organization (WHO) of the United Nations (UN), admitted a new member – the Islamic Republic of Iran. Yes, you heard me correctly, the world’s largest supporter of terrorism, the state that has repeatedly declared its desire to wipe the Jewish State off the map, and the country that has helped instigate the world’s largest cholera epidemic in recent history, is allegedly going to help prevent you from getting cancer.

Or, at least that’s the narrative.

In reality, at a time when the Trump White House is finally standing up to Iran’s nefarious project of expanding an Islamist empire from Beirut to Baghdad, the UN’s cancer agency is sticking a finger directly in the eye of the United States – which, by the way, is asked to pay more towards IARC’s budget than any other country besides Japan.

This is not even the first time the UN has appointed Iranian health officials to advisory positions. Iranian Minister of Health and Medical Education Dr. Seyed Hassan Ghazizadeh Hashemi was appointed as commissioner to control and prevent non-communicable diseases in 2017.

Should this development be a surprise? Probably not, taking into account the track record of the United Nations. For instance, the current UN Human Rights Council includes China, South Africa, and Venezuela as members, not exactly countries known for their observance of human rights.

The irony is palpable.

Yet perhaps we shouldn’t be surprised; after all, the research produced by IARC is suspect as well, with many third parties questioning its scientific integrity and possible political bias.

For decades, IARC has received funding from the US and other world powers to run its flagship monographs program, which evaluate whether various substances can cause cancer in humans. Over the years, the agency has examined some 1,000 activities and chemicals, only to find that a single one – an ingredient used in toothbrushes – does not cause cancer.

Meanwhile, according to IARC researchers, substances as ordinary as wood dust or activities as widespread as working as a nurse can cause cancer – findings which have caused the agency’s funders to question whether their mission has gone off the tracks.

With suspicion of IARC on the rise, US lawmakers in particular have been questioning why US taxpayers should fund such an organization. Last fall, a letter to IARC director Chris Wild from the Republican chairs of the House Committee on Science and the Subcommittee on Environment said they are “concerned about the scientific integrity” of IARC’s monograph program, reported Reuters.

In a second letter issued days later, Congressmen Lamar Smith and Andy Biggs also expressed concern that IARC’s assessment meetings, deliberations and drafts are not made public. “It is an affront to scientific integrity to keep ‘confidential’ a scientific process that directly influences policy and individual taxpayers,” Smith and Biggs wrote. “With United States’ taxpayer dollars funding (part of the monograph program), it is this (Science) Committee’s duty to ensure sound science and transparency within the agency.”

A classic example of the possible junk science coming out of IARC is the agency’s recent conclusion that drinking coffee can be carcinogenic, which led to a California judge requiring coffee sellers to place cancer warnings on their product. In a report recently issued by the NIH, IARC concluded that drinking hot drinks (over 65 degrees) may increase the risk of esophageal cancer.

However, a recent study published in the European Journal of Cancer Prevention did a meta-analysis and found that “coffee consumption is not associated with overall cancer risk” – a finding that’s backed up by the bulk of the research on the matter.

Given such a dubious track record, IARC isn’t doing itself any favors by admitting Iran into its fold. On the contrary, it is only giving Washington fresh reasons to doubt the benefits of international cooperation. For too long, IARC has avoided transparency, and issued proclamations that have not been based on science, but possibly a political agenda – a trend that is all too common at the United Nations.

It is true that many UN organizations have questionable missions and priorities, but IARC’s work generates profound policy decisions that can impact billions of people. And its focus on examining whether innocuous substances can cause cancer represents a major missed opportunity for public health.

It didn’t have to be this way. Just days after IARC welcomed Iran as a member state, the agency was also gearing up to name a new director, a process that could have represented an opportunity for real reform.

Despite the fact that a number of qualified candidates presented themselves, however, IARC chose (in a closed-door session) to go with Dr. Elisabete Weiderpass – a former employee who also holds adjunct professorship positions in Brazil, China and Iran.

Coming on the heels of IARC’s decision to welcome Iran as a member state, this doesn’t bode well for any prospects for change at the embattled organization. If anything, with Tehran in the fold and the ultimate insider as a new leader, it’s fair to say IARC has now torpedoed the chance to finally get its house in order.

For IARC, it seems, welcoming terrorist regimes – and appointing sympathetic scientists to its highest ranks – is more important than focusing on its real mission of producing sound research on cancer.

The Trump Administration said “the fraudulent election” that took place in Venezuela was “neither free nor fair,” calling returns “the illegitimate result” of a “fake process.”

Vice President Mike Pence:

Venezuela’s election was a sham ­– neither free nor fair. The illegitimate result of this fake process is a further blow to the proud democratic tradition of Venezuela. Every day, thousands of Venezuelans flee brutal oppression and grinding poverty – literally voting with their feet. The United States will not sit idly by as Venezuela crumbles and the misery of their brave people continues. America stands against dictatorship and with the people of Venezuela. The Maduro regime must allow humanitarian aid into Venezuela and must allow its people to be heard.

Secretary of State Mike Pompeo:

The United States condemns the fraudulent election that took place in Venezuela on May 20. This so-called “election” is an attack on constitutional order and an affront to Venezuela’s tradition of democracy. Until the Maduro regime restores a democratic path in Venezuela through free, fair, and transparent elections, the government faces isolation from the international community.

Sunday’s process was choreographed by a regime too unpopular and afraid of its own people to risk free elections and open competition. It stacked the Venezuelan courts and National Electoral Council with biased members aligned with the regime. It silenced dissenting voices. It banned major opposition parties and leaders from participating. As of May 14, more than 338 political prisoners remained jailed, more than in all other countries in the hemisphere combined. The regime stifled the free press. State sources dominated media coverage, unfairly favoring the incumbent. Most contemptible of all, the regime selectively parceled out food to manipulate the votes of hungry Venezuelans.

The Maduro regime fails to defend the Venezuelan people’s right to democracy as reflected in the Inter-American Democratic Charter. The United States stands with democratic nations in support of the Venezuelan people and will take swift economic and diplomatic actions to support the restoration of their democracy.

The Inter-American Democratic Charter was adopted in Lima, Peru on September 11, 2001 after a special session of the General Assembly of the Organization of American States.

The inter-American agreement intended on strengthening and upholding democratic institutions in the region. The Charter, which is binding on all 34 of the currently active OAS member states, spells out what democracy entails and specifies how it should be defended when it is under threat.

The Chicago Fed National Activity Index (CFNAI) came in at +0.34 in April, up slightly from a reading of +0.32 in March and higher than the +0.25 median forecast. The 3-month moving average, or the CFNAI-MA3, increased to +0.46 in April from +0.23 in March.

Two (2) of the 4 broad categories of indicators increased from March to April, and 3 of the 4 categories made positive contributions to the index.

The CFNAI Diffusion Index, which is also a 3-month moving average, gained significantly to +0.23 in April from +0.11 in March.

Fifty (50) of the 85 individual indicators made positive contributions to the CFNAI in April, while 35 made negative contributions. Thirty-five (35) indicators improved from March to April, while 50 indicators deteriorated. Of the 35 indicators that improved, 8 made negative contributions.

Employment and industrial production are the two that highlight the strength in this report.

Production-related indicators contributed +0.27 to the CFNAI in April, up from +0.19 in March. Manufacturing industrial production increased by 0.5% in April after being unchanged in March. The sales, orders, and inventories category made a contribution of +0.02 to the CFNAI in April, down slightly from +0.08 in March.

Employment-related indicators contributed +0.10 to the CFNAI in April, up from +0.04 in March. The U.S. unemployment rate decreased to 3.9% in April from 4.1% in March, with black and Hispanic unemployment falling to all-time lows.

The Department of Justice (DOJ) said a watchdog will investigate “potential criminal conduct” in the Russia probe motivated by “impropriety or political motivation.”

“The Department has asked the Inspector General to expand the ongoing review of the (Foreign Intelligence Surveillance Act) application process to include determining whether there was any impropriety or political motivation in how the FBI conducted its counterintelligence investigation of persons suspected of involvement with the Russian agents who interfered in the 2016 presidential election,” spokeswoman Sarah Isgur Flores said.

D.C. is on edge as they await the vast report by Inspector General Michael Horowitz, which reviewed wrongdoing on behalf of former Obama Administration officials in the investigation into Hillary Clinton.

“As always, the Inspector General will consult with the appropriate U.S. Attorney if there is any evidence of potential criminal conduct,” Ms. Flores said.

She also released a statement from Deputy Attorney General Rod Rosenstein, who is overseeing Special Counsel Robert Mueller despite clear conflicts.

“If anyone did infiltrate or surveil participants in a presidential campaign for inappropriate purposes, we need to know about it and take appropriate action.”

The statement came just hours after President Trump tweeted a public demand for an investigation.

“I hereby demand, and will do so officially tomorrow, that the Department of Justice look into whether or not the FBI/DOJ infiltrated or surveilled the Trump Campaign for Political Purposes – and if any such demands or requests were made by people within the Obama Administration!”

First Lady Melania Trump was released from the hospital Saturday morning, her office confirmed. She had been recovering at Walter Reed Medical Center after an “embolization procedure” to treat a benign kidney condition.

“The first lady returned home to the White House this morning. She is resting comfortably and remains in high spirits,” said Stephanie Grisham, the first lady’s communications director. “Our office has received thousands of calls and emails wishing Mrs. Trump well, and we thank everyone who has taken the time to reach out.”

Black voters’ increased support for President Donald J. Trump, as gauged by several polls taken by and for outlets across the ideological spectrum, is real. It’s very real.

The percentage of voters who approve of the way Mr. Trump is handling his job as President is at the highest level measured by the PPD Poll since March 2017. However, the unheard of 27% of black voters who at least “somewhat approve” of the way Mr. Trump is handling his job as President, is a new record.

That’s the highest level of support for Mr. Trump among black voters ever measured by the PPD Poll, otherwise known as the PPD Big Data Poll. And it’s not a fluke. The mixed-mode survey of 1,067 likely voters nationwide was conducted from May 11 -12 & 14, 2018.

That’s not meant to be an AAPOR standard of disclosure, it’s meant to be understood as a bombshell. Let me explain what I mean.

We skipped Mother’s Day, for obvious reasons. But our initial intention was not even to poll beyond it. We only polled again on May 14 to make sure it wasn’t statistical noise. We were skeptical and double-checked to make sure that we weren’t being led astray by a news cycle.

We were not.

The level of support gauged over the separated 3-day period was remarkably consistent. The modes of data collection — Interactive Voice Response (IVR) and Online Survey Panel (OSP) —  were almost identical. That is not something we can often claim.

Let me repeat: The Trump bump among black voters is real. It’s very real.

Is it the “Kanye effect”?

I don’t know. I suspect it doesn’t hurt to have a counterculture push back on the lockstep thinking of leftwing elites. I suspect it doesn’t hurt to have a gangsta rap celebrity do the pushing.

But ultimately, I think it’s likely a combination of President Trump’s already remarkable attitudinal appeal, which proved in the primary and general election to not be confined to party or ideology, and another perhaps more obvious reason buried not-so deep within the data.

Mark Penn, the co-director of the Harvard-Harris Poll and a former pollster for Bill Clinton during 6 years of his presidency, explained it well. In an article entitled Why the polls are still wrong in The Hill, Mr. Penn explained why it was Barack Obama’s headline approval ratings were misleading.

It also explains why Mr. Trump’s overall approval ratings are misleading, as well, albeit for entirely different reasons.

Remember, Americans liked President Obama for his way with words and his calm leadership style. They just opposed many of his policies, so Obama’s numbers gave a false sense of approval. Trump is the mirror opposite. People are put on edge by his words while favoring a lot of the positions he is taking on issues.

Mr. Penn couldn’t be more right. He was also spot on when he wrote that “we get a more complex picture of his image” when “we break down his approval ratings by specific areas.”

Voters hold impressively positive views of President Trump’s stewardship on key issues, though those views are masked by his overall approval ratings. They remain slightly underwater in the PPD/Big Data Poll at 48% approve and 52% disapprove.

That spread is not-so slight depending on which Big Media survey — either collecting a useless adult or unrealistic registered voter sample — you throw back at me. Without granting their respondents anonymity, most of these “pollsters” will never accurately gauge President Trump’s base, let alone catch on to this movement.

Let’s compare that headline approval rating to his standing among voters on the issues.

Fifty-eight percent (58%) approve, while 42% disapprove.

Fifty-five percent (55%) approve, while 44% disapprove.

Fifty-two percent (52%) approve, while 48% disapprove.

Do you approve or disapprove of the way Donald Trump is handling ISIS and terrorism?

Fifty-four percent (54%) approve, while 45% disapprove.

I suspect the mystery is not that mysterious, at all. Black voters make rational policy choices just as other voters do. I’ve always been a big believer in my own modified version of rational choice theory. There is no genetic, built-in DNA-like hardware that hardwires someone to vote one way or the other.

Americans vote, whether right or wrong, for whom they believe will better their lives. Until Donald Trump, Republicans were just unsurprisingly losing a game they weren’t even playing.
