Based on my writings, some people may think I’m 100 percent against higher taxes. But that’s not exactly true. In some cases, I like punitive taxation. Or, to be more precise, I sometimes take pleasure when punitive tax policy backfires on bad people.

Here’s an example. An interesting article in Slate, authored by Adam Chodorow of Arizona State University Law School, looks at how a terrorist group’s attempt to form a government is being stymied by an inability to collect taxes.

Revolution is easy. Governing is hard. And there are few things more difficult than taxes. Operating a country requires money, and that typically requires taxes. … The population in this area is estimated to be between 7 million and 8 million, about the same as the population of Washington state. While ISIS currently collects about $1 billion annually, countries of similar size collect about $16 billion, suggesting that ISIS has a long way to go if it wants to operate like a real state.

But the comparatively low levels of tax are not because of a Hong Kong-type commitment to limited government.

Instead, the terror group is discovering that people don’t like giving their money to politicians and bureaucrats, even ones motivated by Islamic fundamentalism.

…taxes aren’t a great way to ingratiate oneself with the governed. …More than one government has fallen because of its tax policy. ISIS must face these challenges just as any emerging polity does… ISIS may have displayed prowess on the battlefield, but it has revealed that it is as stymied and constrained by the complexities of taxation as the rest of us. …ISIS’s taxes appear to be…no more popular in the territory it controls than they would be here in the U.S. As the Times reported, ISIS’s taxes are now so onerous that large numbers of people, who were apparently willing to tolerate ISIS’s religious authoritarianism, are fleeing Syria and Iraq to escape them. At some point people will either rise up or leave, threatening ISIS’s internal revenue source.

So taxes are becoming so onerous that taxpayers (and taxable income) are escaping.

Hmmm…, excessive taxation leading to less taxable economic activity. That seems like a familiar concept.

Something I’ve written about one or two times. Or maybe 50 or 100 times.

Ah, yes, our old friend, the Laffer Curve!

ISIS is…constrained by a lack of administrative resources and the simple reality once sketched on the back of a cocktail napkin by the economist Arthur Laffer: that tax rates can only get so high before they actually drive down government revenues. Given current conditions, ISIS may be near or at the limits of its ability to tax, even if it can recruit jihadi tax accountants to its cause. Thus, …it’s not clear how much room the group has to grow internal revenues. More important, its efforts to do so may do more to damage its prospects than outside forces can accomplish.

This sounds like the tax equivalent of War of the Worlds, the H.G. Wells’ classic in which alien invaders wreak havoc on earth until they are felled by bacteria.

Tom Cruise was the star of a 2005 movie adaptation of this story, but I’m thinking I could rekindle my acting career and star in a movie of how the Laffer Curve thwarts ISIS!

But to have a happy ending, ISIS has to be defeated. And Professor Chodorow closes his article with a very helpful suggestion.

Rather than send in ground troops, …view our tax code as a weapon of mass destruction… We could make full use of it in the war on ISIS, perhaps by translating it into Arabic in the hopes that the group adopts it.

Sounds like the advice I gave about threatening Assad with Obamacare.

P.S. If they do decide to make a movie about the Laffer Curve and ISIS, maybe Obama could star as tax adviser for ISIS. At least if he’s not too busy in some of the other movie roles people have envisioned.

P.P.S. I like excessive taxes when they lead to the downfall of terrorist thugs. But I also take perverse pleasure when class-warfare tax hikes backfire in places such as France and the United Kingdom. I feel sorry for the taxpayers of those nations, to be sure, but it sometimes helps to have examples of what not to do.

(Editor’s Note: It’s not that Islamic State (ISIS) didn’t have a plan to implement tax policy. Indeed, a leaked ISIS manual shows the Islamic State has at least for one year had a detailed plan to establish a caliphate in Iraq and Syria, complete with a treasury department and an economic development program to sustain existence and growth.)

Phyllis Schlafly, a conservative icon and activist, all but endorsed Donald Trump in an exclusive interview with WND because “he’s the last hope [for America].”

“It sounds like Donald Trump is the only one who has any fight in him,” she said. “He will fight for the issues that we really care about and are very hot at the present time, such as the immigration issue. I don’t see anyone else who’s eager to fight.”

Schlafly’s endorsement, without a doubt, is a big deal in the sense some vocal conservatives express concern that The Donald is not conservative enough. Schlafly has built her conservative credentials over an activist career that spans more than a half century. Trump, the clear national frontrunner, was quick to pounce on the endorsement and thank Schlafly on social media.

“He does look like he’s the last hope [for America],” Schlafly said. “We don’t hear anybody saying what he’s saying. In fact, most of the people who ought to be lining up with him are attacking him. They’re probably jealous of the amount of press coverage he gets. But the reason he gets so much press coverage is the grassroots are fed up with people who are running things, and they do want a change. They do want people to stand up for America. It really resonates when he says he wants to ‘Make America Great Again.’”

The slogan “Make America Great Again” is, of course, one used by another insurgent conservative candidate backed by Phyllis Schlafly decades ago–Ronald Reagan. Trump, as well as former New York City Mayor Rudy Giuliani, have tried to liken the billionaire real estate mogul’s policy shifts to those of the former president and Republican standard-bearer. But that narrative has been met with opposition, even from Michael Reagan, the former president’s own son.

“Nevertheless, love him or hate him, the endorsement from Phyllis Schlafly is a big deal because it gives Donald Trump bragging rights,” said PPD’s senior political analyst, Rich Baris. “And we all know just how much Mr. Trump loves to brag.”

Schlafly pointed to the recent $1.1 trillion budget passed by the Republican-controlled Congress, which was elected to shrink the size and scope of government. She called it a “betrayal” and warned the Establishment will fight hard to get their big donors amnesty without a strong leader pushing back. Politicians have had their chance at proving they are that leader, according to Schlafly, and now it’s time “to give a new try to somebody else.”

“The rich guys are putting the money in. They want to bring in the low-wage people. That’s the way they think they’ll make money,” she said. “But that’s not the way America will prosper. America was built because we had a great growing and prosperous middle class. We need to rebuild that again. I’m willing to give a new try to somebody else.”

U.S.-backed Afghan Officials Warn Entire Provinces are in Dander of Falling

KABUL, Afghanistan — Six American soldiers were killed and three NATO troops were injured in a suicide attack near the U.S.-run Bagram Airfield in Afghanistan on Monday, NATO officials said. Mohammad Asim Asim, governor of Parwan province said an attacker on a motorcycle rammed a group of eight troops as they patrolled a village near Bagram Airfield, 45 kilometers (28 miles) north of Kabul.

The Taliban claimed responsibility for the suicide bombing, which was the largest attack on foreign troops in Afghanistan since August. However, the presence of the Islamic State in Afghanistan has grown and obfuscated the opposition to U.S.-backed forces in the government.

U.S. Army Brig. Gen William Shoffner, head of public affairs at NATO’s Resolute Support base in the capital of Kabul. said the deadly attack occurred at roughly 1.30 p.m. local time in the vicinity of Bagram, which is still the largest U.S. military facility in Afghanistan and one of the first locations taken at the onset of the invasion.

The suicide bombing was the first major attack on a NATO military convoy since August 22, when three American contractors with the RS base were killed in a similiar suicide bombing on their convoy in Kabul. On August 7 and 8, three insurgent attacks in Kabul took place within 24 hours and left 35 people dead. One of the attacks–on a U.S. special operations forces base outside Kabul–left one U.S soldier and eight Afghan civilian contractors dead.

As PPD reported in May, the number of American soldiers killed in Afghanistan under President Barack Obama has now far surpassed the number killed under President George W. Bush, with ISIS essentially swallowing up Taliban forces in Kunar, Khorasan and Helmond provinces. Defense Ministry spokesman Dawlat Waziri said among the insurgent forces fighting in Helmand, which is an opium haven for Islamists, “three out of 10 are foreign fighters.”

“The presence of the foreigners in this imposed war complicates the sitaution in Helmand,” he said.

Meanwhile, Helmand’s deputy governor Mohammad Jan Rasulyar said emboldened Islamists took control of Sangin district and, on Sunday, he actually took took to his Facebook page to warn President Ashraf Ghani that the entire province was in danger of falling to the insurgents. The head of Helmand’s provincial council, Muhammad Kareem Atal, offered alarming estimates regarding the amount of territory has been lost.

“Around 65 percent of Helmand is now under Taliban control,” Atal said. “In every district either we are stepping back or we are handing territory over to Taliban, but still, until now, no serious action has been taken.”

While President Obama has kept roughly 9,800 troops in the country, the Pentagon released a report last week stating the security situation in Afghanistan continues to deteriorate in the face of a “resilient Taliban-led insurgency remains an enduring threat to U.S., coalition, and Afghan forces, as well as to the Afghan people.”

CORAL GABLES, FL – A store clerk and a customer fought back against an armed robber at a store in Coral Gables, Fla., and the entire incident was caught on a security camera.

Surveillance video shows two men fighting back after an armed man demanded the two men to get on their knees (and somehow still give him the cash). The Coral Gables Police Department said 47-year-old Jovan Reddick, who apparently bit off more than he could chew, now faces charges for armed robbery.

The video shows Reddick, a landscaper, coming to the Downstairs convenience store at roughly 4:40 a.m. with a hooded jacket covering his face. After he motions and tells the men to get on the ground, the man in the dark shirt charges him and both the clerk and the customer start throwing bolos.

“He just responded, and that’s just what happened, and both he and the other guy were able to take control of that situation,” said Lauren Poole of the Coral Gables Police Dept.

The two men were able to get Reddick on the ground until police showed up, guns drawn.

According to the arrest report, Reddick told officers he had a gun in his pocket, but that it was all a joke.

“It was very brazen,” Poole said.

South Carolina Sen. Lindsey Graham suspended his 2016 presidential campaign on Monday, announcing in a video that he will never give up on his devotion to national security. Since entering the race, Sen. Graham had been a voice for greater intervention in the Middle East, particularly in Syria and Iraq, repeatedly claiming candidates who weren’t prepared to acknowledge U.S. boots need to be on the ground were “not serious and not ready to be commander-in-chief.”

“Today, I’m suspending my campaign for president,” Sen. Graham said in a video. “I want to thank everyone who has taken this journey with me. You have honored me with your support.”

Graham had been relegated to the undercard debate since the beginning of the cycle, though was widely seen as the winner of nearly all of them save for the first hosted by FOX News. Former Hewlitt-Packard CEO Carly Fiorina gave a strong performance that landed her on the primetime stage, where she has remained.

“This has been a problem-solver’s campaign,” Graham said. “However, the centerpiece of my campaign has been securing our nation. I got into this race to put forward a plan to win a war we cannot afford to lose.”

PPD’s senior political analyst says Graham’s exit is unlikely to change the dynamic of the race.

“The polling won’t move in any significant direction toward or against anyone,” Rich Baris, the People’s Pundit said. “Sen. Graham was barely registering nationally and had zero support in several of the early states. However, his contribution to the race was significant in the sense that he moved the party in a more hawkish direction as terrorism and events played out in Europe, the Middle East and in the U.S.”

Hillary Clinton Falsely Claimed ISIS Shows Video of Trump to Recruit Would-Be Jihadists

Sunday on NBC’s “Meet the Press,” Donald Trump ripped Hillary Clinton for claiming during the Democratic debate Saturday night that he is “becoming ISIS’s best recruiter,” calling it “just another Hillary lie.”

“Nobody has been able to back that up. It’s nonsense. Just another Hillary lie,” Trump said. “She lies like crazy about everything. Whether it’s trips where she was being gunned down in a helicopter or an airplane, she’s a liar and everybody knows that. But she just made this up in thin air.”

Clinton’s campaign chairman John Podesta doubled-down on the claim ISIS is showing potential recruits videos of Trump, which don’t exist, on the same show earlier. Fact-checkers, including People’s Pundit, have widely debunked Clinton’s claim, albeit most are doing so with kid gloves.

“He is becoming ISIS’s greatest recruiter,” Mrs. Clinton said at the Democratic debate in Manchester, New Hampshire, on Saturday night. “They are going to people, showing videos of Donald Trump insulting Islam and Muslims in order to recruit more radical jihadists.”

The claim is patently false. In fact, there is one ISIS recruiting video featuring someone with the last name of one of the presidential candidates. But it isn’t Trump.

“I think my words represent toughness and strength. Hillary’s not strength. Hillary’s weak, frankly, she’s got no stamina, she’s got nothing,” Trump said. “She couldn’t even get back on the stage. Nobody even knows what happened to her. It’s like she went home and went to sleep.”

Todd, NBC’s political guru that is a known longtime Clinton supporter, pushed back on Trump as if he was picking on her.

“She couldn’t get back on the stage last night I’ll tell you why,” Trump said. “Because we need a president with great strength and stamina and Hillary doesn’t have that. We can not have another bad president like we have right now. We need a president with tremendous intelligence, smarts, cunning, strength, and stamina.”

Again, Todd brought up the Clinton supporters’ talking points, noting that she traveled a lot as secretary of state, which is exhausting. Indeed, Clinton has traveled more than any other secretary of state, though critics point out that her frequent flyer miles haven’t translated into stability in the world.

“She may have traveled a lot but she didn’t do the job because the entire world blew up around her,” Trump added. “So, she wasted a lot of time and energy and money and frankly she wasted a lot of lives because her policies were disaster for the world. The Middle East has blown up around her. Her decisions were horrible. and hundreds of thousands of people have been killed because of her faulty decisions.”

Paycheck Fairness Was an Entirely Different Level of Foolishness Heard at Democratic Debate

Normally I’m very happy to work for the Cato Institute, both because it is a principled and effective organization. But I wondered about my career choices last night because I was stuck with the very unpleasant task of live-tweeting the Democratic debate hosted by ABC News. Cleaning out septic tanks would have been a more enjoyable way to spend my time.

Of all the crazy things that were discussed–you can see my contemporaneous reactions on my Twitter feed–the Clinton-Sanders-O’Malley support for so-called Paycheck Fairness legislation would be at the top of my list.

Yes, I was irked by the myopic fixation on income inequality, the support for class-warfare taxation, and the reflexive advocacy for more government spending, but messing around with the price system–because of an assertion that women are paid 77 cents for every $1 received by men–is an entirely different level of foolishness.

Here’s some of what I wrote in 2012, for instance, when discussing proposals to give politicians power over wage levels.

…what’s really at stake is whether we want resources to be allocated by market forces instead of political edicts. This should be a no-brainer. If we look at the failure of central planning in the Soviet Union and elsewhere, a fundamental problem was that government officials – even assuming intelligence and good intentions – did not have the knowledge needed to make decisions on prices. And in the absence of a functioning price system, resources get misallocated and growth suffers. So you can imagine the potential damage of giving politicians, bureaucrats, and courts the ability to act as central planners for the wage system.

In other words, higher taxes and more spending will dampen growth, and that’s no good, but pervasive intervention in the price system can screw up an entire economy. Indeed, I suspect only bad monetary policy is capable of inflicting a greater level of damage.

Moreover, the left’s theory is based on the assumption that greedy businesses and investors are deliberately sacrificing profits by choosing to pay men more when they could hire equally qualified women for less money.

To use a highly technical economic phrase, that’s friggin’ nuts. Yet, our leftist friends want to replace market-based compensation with coercion-based wages.

Consider, for instance, a report from the Pew Charitable Trusts about initiatives on the state level.

…the California Legislature…sent Democratic Gov. Jerry Brown a “pay equity” bill… California isn’t alone in acting. …the governors of Connecticut, Delaware, Illinois, North Dakota and Oregon have signed equal pay laws this year. New York legislators unanimously passed a bill that Democratic Gov. Andrew Cuomo has indicated he will sign. And Massachusetts has two bills pending. Equal pay bills also were introduced in 21 other states.

The article cited my unflattering remarks on the issue.

…some critics, such as Daniel Mitchell of the Cato Institute, a libertarian think tank in Washington, said that the new legislation would put a “catastrophic burden” on businesses. “The notion that there’s some widespread discrimination in the marketplace, there’s just no real-world evidence for it,” Mitchell said. “They’re trying to give the government widespread authority to make very abstract judgments about the value of a job in the private sector.”

And I’m not the only critic.

Here are some excerpts from a recent column in the Wall Street Journal by Sarah Ketterer.

When it comes to economically foolish laws, California is second to none. A good example is the California Fair Pay Act… Like its national counterpart, it is an aggressive attempt to eradicate a wage gap between men and women that is allegedly due to discrimination in the workplace. But this wage gap is illusory, and the legislation will have unintended consequences, including for women.

She’s right. Policy that is bad when implemented by a state can cause widespread damage if imposed nationally.

Ms. Ketterer elaborates on why the proposal is misguided.

The Bureau of Labor Statistics (BLS) notes that its analysis of wages by gender does “not control for many factors that can be significant in explaining earnings differences.” What factors? Start with hours worked. …Men are significantly more likely than women to work longer hours, according to the BLS. And if we compare only people who work 40 hours a week, BLS data show that women then earn on average 90 cents for every dollar earned by men. Career choice is another factor. …Of the 10 lowest-paying majors—such as “drama and theater arts” and “counseling psychology”—only one, “theology and religious vocations,” is majority male. Conversely, of the 10 highest-paying majors—including “mathematics and computer science” and “petroleum engineering”—only one, “pharmacy sciences and administration,” is majority female. Eight of the remaining nine are more than 70% male. Other factors that account for earnings differences include marriage and children, both of which cause many women to leave the workforce for years.

And here’s the amazing part.

One of Obama’s top economic advisers, to maintain her academic credibility, admitted that the 77 cents number is fraudulent.

It’s unclear whether Clinton-Sanders-O’Malley know (or even care) that the number is garbage.  But what is clear is that legislation based on this dishonest data could cause massive economic distortions.

Though, to be fair, Ms. Ketterer points out that trial lawyers will enjoy more business.

What California’s Fair Pay Act will do, however, is make the state, already notorious for regulation and red tape, a more difficult place to do business. Companies must now ensure that every penny of wage differential between the men and women they employ is attributable to bona-fide differences in education, training, experience, quantity or quality of work, and so on. …even attempting to do so will only add to companies’ already substantial regulatory-compliance budgets. Some of these factors—quality of work, for instance—are inevitably subjective, yet trial lawyers will swoop in to turn every conceivable pay difference into a lawsuit.

A bunch of lawsuits would actually be the least-worst outcome. What scares me far more is pervasive controls on wages, which is what our leftist friends ultimately prefer.

P.S. You probably won’t be surprised, given their history of mendacity, to learn that the left-wing bureaucrats at the Paris-based OECD also are peddling dishonest numbers to advance this ideological agenda.

Hillary Clinton Thinks Less Bigotry, Not More Guns Will Stop Terrorists From Killing You

When asked Saturday night during the Democratic debate (video below), Democratic frontrunner Hillary Clinton said Americans are wrong to think more guns will prevent their untimely death by terror, and insinuated bigotry toward Muslims is more dangerous than being defenseless against Islamic radical terrorists shooting up soft targets. Polls taken in the wake of the San Bernardino terror attack clearly showed the vast majority of Americans disagree with Democrats’ push for stricter gun laws.

“In the wake of the San Bernardino attack, you all emphasized gun control. But our latest poll shows that more Americans believe arming people, not stricter gun laws, is the best defense against terrorism. Are they wrong?” the moderator asked.

“Guns in and of themselves, in my opinion, will not make Americans safer. We lose 33,000 people a year already to gun violence. Arming more people, to do what, is not the appropriate response to terrorism,” Clinton replied.

In fact, public opinion over the last twenty years has moved significantly away from Clinton’s position. In 1995, a whopping 67% of Americans supported her husband’s ban on “assault weapons” while 27% opposed it. But the same New York Times poll conducted last week found 50% oppose an assault weapons ban and only 44% support it. These results are especially remarkable because, as PPD’s research has found, many non-gun owners indeed think “assault weapon” refers to a machine gun.

Clinton added that we instead need to develop “much deeper, closer relations” and “coalitions” within the U.S. to stop terrorism domestically. Clinton said it was more important to make coalitions within the Muslim community, but rhetoric from Republican frontrunner Donald Trump is hindering that effort.

Of course, despite the fact that Clinton and President Obama have reached out to organizations that share jihadists’ goals, “they’re underestimating the wisdom of the American people,” as CATO economist and PPD contributor Dan Mitchell recently pointed out.

“Most Americans may not have strongly held philosophical views on gun issues, but they’re smart enough to realize that bad people almost certainly will be able to obtains guns, even if they have to do so illegally, as is the case in Europe.,” Mitchell noted. “So the net result of gun-free zones and gun control is more danger to the public since evil people will have greater confidence that victims will be disarmed.”

Mrs. Clinton is also taking an enormous amount of heat from fact-checkers over her claim that ISIS uses video of The Donald to recruit more jihadists. Of course, no such video exists. Further, as Raheel Raza recently noted in a new video produced by The Clarion Project, groups like the Council on American-Islamic Relations (CAIR) and the Muslim Brotherhood, which the Left has dubbed to be legitimate “moderate” Muslim organizations, hold many of the same beliefs as jihadists carrying out terror attacks, such as implementing Islamic Sharia law and global domination. Ms. Raza, the president of Muslims Facing Tomorrow, has herself been a target of radical Islam and hosted the video to start an honest discussion about Muslim opinions and demographics.

Texas Sen. Ted Cruz released a web ad entitled “Cruz Christmas Classics,” in which he sits with his wife and two girls reading aloud spoofs of Christmas tales. The senator, who is now the Iowa frontrunner, shows off his sense of humor while appealing to the evangelical base that will make up over 55% of caucus-goers in a few weeks.

Cruz holds a slight 1-point lead on the PPD average of Iowa Republican caucus polls, but has topped three out of the four polls taken in December by 5, 2 and 10 points, respectively. The latest Des Moines Register Poll conducted by Selzer & Co., the gold standard poll on the PPD Pollster Scorecard, shows Cruz cruising along weeks before the caucus with a 10-point lead.

“It was the night before the shutdown, and all through the House, not a bill was stirring, not even to fund a mouse,” the Texas senator says with a giggle.

PPD’s separate research over the last month has shown that Cruz is leading among caucus-goers who participated in the last two election cycles. Chuck Laudner, Rick Santorum’s former Iowa chief, is doing terrific job at bringing in new caucus-goers for national frontrunner Donald Trump, but whether they will actually show up remains a big question.
